No. You can run any operational command through Actions (with audit log). If Break Glass isn't enough, you work with the customer for direct cluster access. Critically, Nuon does NOT sit in the critical path of customer uptime — if the Nuon control plane goes down, customer environments keep running; you only lose the ability to push updates or run actions until it's restored.
